Swedish communications regulator PTS said that it is sticking to its timetable for the 700 MHz frequency auction, 3 Sweden’s legal appeal against the auction rules notwithstanding. The watchdog said Tre’s complaint will not affect its schedule and it is proceeding as planned.

PTS said the coverage obligation for the 700 MHz band aims to help fulfil the government’s goal of stable, high quality universal mobile service provision by 2023. The coverage and expansion requirement for one of the permits in the frequency would require the holder to provide reception at 10 Mbps for between SEK 200 million and SEK 300 million.

The regulator said its expansion timetable is adapted so as to contribute to fulfilling the aim. Coverage must be provided near roads as well as permanent and holiday homes, which are frequently used but where reception currently falls short or is non-existent.

PTS added that EU harmonisation for use of the 694-790 MHz band by 30 June 2020 is another reason to stick to its timetable.

Tre said in July that it was taking the matter to the administrative law court in Stockholm, as the auction terms could shut it out of the 5G market, violate EU directives, government instructions to the regulator and the PTS’ own competition rules to promote competition.
